To encourage energy efficiency, South Central Arkansas offers a Energy Resource Conservation (ERC) loan program to residents and businesses. The ERC Loan Program will provide loan funds to finance the purchase and installation of heat pumps, duct-work, storm doors and windows and other energy efficiency improvements. Up to $5000 is available for the purchase of an air-to-air heat pump and up to $9000 is available for the purchase of a water source heat pump. Loans of up to these amounts are available at a 5% interest rate; amounts greater than this will be loaned at a seven-year fixed rate of 2.5% above the Federal Discount Rate. Heat pumps that qualify for this loan should have a SEER rating of at least 11.0 and an HSPF of 7.0. Any contractor located in the state of Arkansas can install the energy efficiency measures.
