Clean Fleet EV Incentive Program

Summary

The New Jersey Board of Public Utilities (“NJBPU” or “Board”) authorized the Fiscal Year 2023 Clean Fleet Electric Vehicle Incentive Program (“FY23 Program”) on June 29, 2022 for local and State government fleets.1 The NJBPU is offering incentives to these local and State government entities (“Eligible Entities”) in New Jersey to support the purchase of eligible battery electric vehicles (“BEVs”), Level-Two electric vehicle (“EV”) charging equipment, and Direct Current Fast Chargers (“DCFCs”) for fleet charging. Subject to the availability of funds, the FY23 Program will award incentives in the form of grants to local, municipal and county government entities, or through a Memorandum of Understanding (“MOU”) if to State government entities.


Awards available under the FY23 Program include: $4,000 toward the purchase of an eligible BEV.

$5,000 (up to the cost of the charger) toward the purchase of level 2 charging stations for fleets (not available to the public).

$50,000 (up to the cost of the charger for a DCFC station.

$5,000 (up to 50% of the cost) for make-ready level 2 charging station infrastructure.

$50,000 (up to 50% of the cost) for make-ready DCFC station infrastructure.


Overburdened communities are eligible to receive a 50% bonus incentive.


Limitation on BEVs eligible is based on entity

4 Vehicles for local governments and schools serving a population under 20,000.

10 vehicles for local governments and schools serving a population between 20,001 and 50,000.

14 vehicles for local governments and schools serving a population between 50,001 and 100,000.

20 vehicles for local governments and schools serving a population over 100,000.

20 vehicles for State government, State agencies, county government, and State universities


Limitation on number of Dual-port Level 2 Charging Stations eligible based on entity

2 stations for local governments and schools serving a population under 20,000.

4 stations for local governments and schools serving a population between 20,001 and 50,000.

8 stations for local governments and schools serving a population between 50,001 and 100,000.

15 stations for local governments and schools serving a population over 100,000.

15 stations for State government, State agencies, county government, and State universities

1 station for local governments and schools serving a population under 20,000.

2 stations for local governments and schools serving a population between 20,001 and 50,000.
