Owners of clean fuel vehicles in Utah are required to purchase the Clean Special Fuel Certificate, which exempts the owner from paying part of the state fuels tax. The certificate is purchased annually upon registration for $82 ($47 exemption, $35 surcharge) for a vehicle with 2 axles and up to 26,000 lbs GVW, or $126 for a vehicle with 3 axles or over 26,000 lbs GVW. Owners of the Clean Fuel Certificate are eligible for The Utah Clean Fuel Plate, which allows you to drive your Clean Fuel vehicle on the I-15 High Occupancy Vehicle (HOV) lane without a passenger. The $5 plate is available upon presentation of your Clean Special Fuel Certificate to any Division of Motor Vehicles office.
